Blending animations on an ObjectSkinnedMesh with differing speeds

The scenario I'm imagining is this;

 

We have a "run cycle" animation playing on an SMESH object. The speed of the run cycle is related to the speed over ground of the character. In addition to this animation we would like to add secondary animation which runs at a different speed to the run cycle, i.e. just because a character is running quickly does not mean that they perform these secondary actions quickly.

 

Is this possible?
