Maybe it makes sense for apps streamed from web to limit bandwidth, but it limits visual quality and artists workflow a lot. I think much bigger sense is go for some megatexture (virtual texture) implementation, it has both performance (whole game is one huge texture atlas, texture memory budget is easily controllable, visual quality of textures easily adjustable...) and visual benefits.
