Manually creating them is quite painful as I cannot SHIFT+Drag duplicate them in the Billboard object itself. Can I create some dummies and then use the ADD FROM CHILDREN function? Cant figure out how that works. Whats the best way to do so?

You can create a hierarchy from billboard objects by using clone function or manual placement. Then click on "Add from children" — this will merge all children objects into the parent billboard.
